2008 PLATFORM FORUM OF THE THIRD SECTOR BACKGROUND
Even in the face of improving the country's macroeconomic occurred in recent months, we can raise, from the choices will work in the next Budget 2008, the central issue for our country's development which combines social and economic growth.
This is not only related to the increase of the bands and areas of poverty, social and regional imbalances, but also in consideration of new social emergencies that have been expressed at this stage, such as growth in the number of individuals and families forced to deal with processes and conditions of job insecurity, the worsening of the housing problem, the effects of non-political integration of immigrants.
The programming of development policies should take priority to the balance with the social question and aim at strengthening the welfare system. The revival of welfare can not be after the recovery and rehabilitation of public debt.
The revival of the country must be closely linked into the themes of society and economy along the following guidelines:
sustainability in social, environmental and economic;
equity: struggle against social inequalities, rights and
Liability: essential components of a "new ethic";
subsidiarity: enhancing the role of social groupings (associations, trade unions, families, etc..) in implementation of Title V of the Constitution.
In implementing Title V of the Constitution, State and Regions should address the issue of harmonization of regional legislation for the exclusive or concurrent competence: as repeatedly confirmed by the Constitutional Court, the State can not give up right to coordinate the overall activities of all institutions, even in the region.
